Surprisingly (to me anyway), Hit the Pothole runs with a completely free back-end infrastructure. This website is all being hosted, for free, by Weebly. The database - which holds the geo-spatial coordinates of the potholes - is being hosted by Google in Fusion Tables.
The iPhone application was built using the Appcelerator framework.
